二、申请人的资格要求：

3.本项目的特定资格要求：

采购包1：

(1)具有独立法人资格，依法取得食品经营许可相关资质的经营企业。提供依法取得食品经营许可相关资质并加盖单位公章。；(2)在海口市辖区内拥有符合国家有关标准和技术规范要求的自有或租赁的冷库，租赁库有效租期不得短于承储期，冷库储存能力在1000吨以上，承储期需提供信息化监管数据。（1）提供产权证明材料或租赁合同并加盖单位公章。

（2）提供信息化监管承诺函（格式自拟）并加盖单位公章。；(3)具有稳定的冻猪肉销售网络，具有与投标标的数量相适应的应急投放能力，能够承担储备冻猪肉的安全责任。提供承诺函并加盖单位公章。；(4)自身财务状况良好、具有较好的商业信誉、较强的抗风险能力和健全的财务管理制度。提供承诺函并加盖单位公章。；(5)近三年内无违法违规行为、重大安全生产事故或重大食品安全事故及不良信用记录。提供承诺函并加盖单位公章。；(6)参加政府采购活动前三年内无环保类行政处罚记录。提供环保类行政处罚记录声明函加盖公章。；(7)本项目不接受联合体投标，不得分包转包。提供承诺函并加盖单位公章。。
