三、投标人资格要求

3.1 本次招标对投标人的资格要求如下:

3.1.1 资质要求：（1）投标人应为在中华人民共和国境内注册，具备独立法人资格，并具有与本招标项目相应的供货和安装能力的制造商。 （2）投标人应具有有效的《中华人民共和国特种设备生产许可证》【起重机械制造（含安装、修理、改造）】（许可子项目包括机械式停车设备）。未两证合一的，应具有有效的《中华人民共和国特种设备制造许可证》（起重机械类型包含机械式停车设备）及《中华人民共和国特种设备安装改造维修许可证》。

3.1.2 信誉要求：投标人未被列入“信用中国”网站( 其他要求：1.法定代表人或单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加本项目的投标，否则均按投标资格无效认定。2.落实政府采购政策需满足的资格要求：本项目专门面向中小企业采购。3.本次招标不接受联合体投标。

3.3 一个制造商对同一品牌同一型号的设备，仅能委托一个代理商参加投标。
