3.本项目的特定资格要求：





合同包1(旬阳市老龙沟片区配套基础设施工程A区道路工程)特定资格要求如下:





（1）具有独立承担民事责任的能力，提供营业执照、税务登记证、组织机构代码证或登载有统一社会信用代码的营业执照（或《事业单位法人证书》或其他合法组织登记证书、自然人只须提交身份证）；

（2）企业法人授权委托书和被授权人有效身份证件（法定代表人直接参加时，只须出示法定代表人身份证件；授权委托人须提供本公司所在地社会保险管理部门出具的被授权人在本单位缴纳社会保险的清单）；

（3）财务状况报告：提供2020年度或2021年度财务审计报告（2021年1月1日以后成立的公司提供公司财务会计制度加盖投标人公章即可）；

（4）有依法缴纳税收和社会保障资金的良好记录（提供投标人2021年1月至今任意连续三个月完税证明（依法免税的投标人应提供相关文件证明）、2021年1月至今任意连续三个月已缴纳社会保险的证明（专用收据或社会保险缴纳清单或社保缴纳证明，依法不需要缴纳社会保障资金的投标人应提供相关文件证明））；

（5）投标人须具备国家建设行政主管部门颁发公路工程或市政公用工程施工总承包三级及以上资质和有效的安全生产许可证；

（6）拟派项目经理具有相应专业二级（含二级）以上注册建造师资格，注册证、安全生产考核合格证齐全有效，且无在建工程；

（7）符合《财政部关于在政府采购活动中查询及使用信用记录有关问题的通知》（财库【2016】125号）文件中信用查询的要求，供应商不得为“信用中国”网站（

（8）本项目不接受联合体投标。
