二、申请人的资格要求：



1.满足《中华人民共和国政府采购法》第二十二条规定;

参与的供应商（联合体）服务全部由符合政策要求的中小企业承接。









3.本项目的特定资格要求：



合同包1(第2标包)特定资格要求如下:





(1)参加本项目的投标人需在黑龙江省政府采购网上注册登记并备案，网上报名不成功视为投标报名不成功。







(2)参加本项目的投标人需具有合格、有效的“三证合一”的营业执照、基本财产证明（开户许可证或其他开户证明材料），食用油加工供应商在当地粮食行政管理部门进行粮食收购供应商备案。







(3)参加本项目的投标人为依法注册登记的食用油加工或经营供应商。







(4)参加本项目的投标人按照《黑龙江省粮食流通统计调查制度》的要求，建立统计台帐，报送统计报表。







(5)供应商库区具备可靠的消防水源、消防设施或设备，排水设施完善（消防验收报告或消防部门备案证明）。库区地坪硬化且完好，周边规定范围内没有威胁库存粮食安全的污染源、危险源。







(6)按照《粮油储藏技术规范》的要求，具有与食用油储存功能、仓型、储存周期等相适应的仓储设备条件。加工企业具备食用油常规质量、储存品质和必要食品安全指标检验能力。
